The Florida Department of Children and Families (DCF)  is   the state of Florida’s social services agency. The agency oversees services for child safety, fostering, adoption, domestic violence, adult protective services, refugees, homelessness, mental health, substance abuse, childcare providers, human trafficking and government assistance. The agency’s mission is to work in partnership with local communities to protect the vulnerable, promote strong and economically self-sufficient families, and advance personal and family recovery and resiliency.

Within DCF, the Economic Self Sufficiency (ESS) Program  helps to promote strong and economically self-sufficient communities by determining eligibility for food, cash and medical assistance for individuals and families on the road to economic recovery.

Under the ESS Program, the Office of Public Benefits Integrity (OPBI)is responsible for investigating government assistance fraud or misuse regarding the SNAP (Food Assistance), D-SNAP (Disaster Food Assistance), TANF (Cash Assistance), and Medicaid programs by individuals or merchants.

GENERAL AND OPERATIONS MANAGER – 60019557 - ESS OPBI Quality Management

  THIS IS NOT A TELEWORK POSITION.

The location of this position will be determined based on the location of the selected candidate.

The selected candidate will be required to work at the closest office location.

Travel will be required.

This is a full-time position working 40 hours per week.

Business hours are 8:00 am - 5:00 pm EST, Monday - Friday.

The incumbent is a member of the DCF D-SNAP Disaster Response team and, in that capacity, may be required on short notice to perform duties and travel in support of disaster relief. During such events, incumbent may be required to work more than 8 hours per day.

MINIMUM REQUIREMENTS:  

• Must be a current Florida DCF Economic Self Sufficiency employee.
• Must have a valid Florida driver’s license.
• Must be willing to travel extensively, including overnight travel.
• Must have at least two years (24 months) of documented work experience determining Food Assistance eligibility or oversight/monitoring.

PREFERENCE WILL BE GIVEN TO CANDIDATES WITH THE FOLLOWING:

• Experience as an Economic Self Sufficiency Specialist II
• Experience as an Economic Self Sufficiency Specialist Supervisor

POSITION DESCRIPTION

This is a highly responsible professional position requiring advanced expertise in Economic Self Sufficiency (ESS). The individual in this position will be responsible for organizing, planning, developing, and implementing improvements in the Quality Control (QC) program area, including extensive knowledge of program concepts, policies, and operations procedures, Federal and State laws and regulations, and the eligibility system. This position is responsible for identifying and analyzing complex management problems, and developing and recommending solutions. The position requires an enthusiastic candidate who displays progressive thinking and a can-do attitude. They must possess the ability to analyze data, write reports, think critically, strategically, and utilize technology to advance the program.

JOB DESCRIPTION

• This is professional work supervising and directing employees. The primary duty of the incumbent in this position is to spend the majority of their time communicating with, motivating, training and evaluating employees, planning and directing their work; and having the authority to effectively recommend actions such as: hire, transfer, suspend, layoff, promote, discharge, assign, and reward or discipline direct reports. Evaluates employees against established standards and takes appropriate actions when necessary (i.e. recognition, reward, corrective action, etc.). 
• Serves as the liaison with the FNS federal QC reviewer and team lead to ensure policy interpretations and continuity of the federal re-review of the states QC reviews. Conducts a management review of all disagree errors found through the FNS federal re-review process and prepare responses on all federal differences resulting in error and/or system deficiencies.
• Provides supervision, support and direction to assigned direct reports whose responsibilities include federal compliance with SNAP QC activities within the ESS program. This requires overseeing the provision of technical assistance, monitoring, case reviews and QC facilitation to operational staff. It requires assigning and tracking SHPS work assignments to ensure reviews are carried out by assigned deadlines and in the most accurate manner possible.
• Collects data from Quality Control Reviews, analyzes errors and defecincies reviewed by SHSPS. Able to produces written reports summarizing findings from data analysis and make recommendations for improvement.
• Coordinates, develops, analyzes and provide responses to any QC federal reviews, and/or annual federal corrective action plans or remedial action plans. Responsibilities include encouraging and promoting communication with internal and external staff to implement corrective action based on results gained through the QC process.
• Assists with developing quality control policies and procedures based on state and federal guidelines. Interprets federal and state policies and procedures, and issues QC procedural guidelines and instructions to QC SHSPS. Provides technical assistance to SHSPS pertaining to the interpretation and application of QC rules and regulations, management review procedures and departmental program policies. Provides QC staff with written clarifications and interpretations for specific complex case situations relating to Handbook 310.
• Responsible for policy in assisting with daily policy interpretations from QC staff or state and federal offices and makes recommendations to the state for process improvement processes to help reduce errors.
• Ensures all reviews are conducted in accordance with the FNS 310 Handbook, federal and state policy, regulations, procedures and guidelines to avoid arbitration/regression to the states SNAP error rates. This is accomplished through case reviews and close communication with statewide QC staff.
• Updates and maintains QC training and procedure guides.
• Acts on behalf of the Senior Management Analyst Supervisor during their absence.
• Performs other related duties as assigned.

Knowledge, Skills and Abilities (KSA’s)

• Ability to review, absorb, understand, and apply state and federal policy in an effort to increase the effectiveness of the Quality Control review and to increase and maintain exceptional program integrity.
• Knowledge of Spreadsheets and Data Analysis.Experience in MS Office (Word, Excel, Power Point, others).

• Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document workflow and other activities relating to the improvement of operational and management practices.
• Organize data into logical format for presentation in reports, documents and other written materials; conduct fact-finding research.
