Job Title: Senior Military Analyst- Aviation                         Work Location: A-CDID, Fort Novosel, AL

Reports to: AE-RDD Program Manager                                Department: Operations                                    

 

Job Summary:

Provides subject matter expertise and support to the Aviation Capability Development and Integration Directorate (A-CDID), US Army Aviation Center. Facilitates Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel, Facilities, and Policy (DOTMLPF-P) domain integration and synchronization while utilizing Department of Defense (DoD) Joint Capability Integration and Development System (JCIDS) requirements development processes, documentation, integration, and synchronization of Army Aviation programs.

Duties/Responsibilities:

  • Integrates and Synchronizes Capability Developments Emanating from A-CDID Subordinate Directorates:
    • Facilitates active and continuous collaboration with the internal CDID divisions and with a multitude of external Army, Joint, and industry offices that impact current and future aviation systems.
    • Synchronizes major CDID efforts including Future Vertical Lift, Future Attack Reconnaissance Aircraft, and iterative updates to the current Attack, Lift, Cargo, and Unmanned Aircraft System (UAS) fleets.
    • Provides CDID leaders with integration and synchronization status and issues identified across disparate aviation programs and projects.
    • Creates high-level briefings and Executive Summaries (EXSUMs).
    • Develop decision support aids for CDID leaders on the relative merits of proposed solutions in closing Army Aviation Warfighting gaps.
    • Participating in relevant meetings, presenting CDID leader positions, documenting decisions, and collaborating to synchronize and integrate Aviation capabilities through DOTMLPF-P solutions.
    • Documents and reports on costs associated with staffing, training, and fielding current and future systems.
  • Facilitates Stakeholder Meetings, Workgroups, and Telephone and Video Conferences:
    • Performs extensive coordination within A-CDID, across USAACE organizations, and with Capability Developers, Training Developers, and Materiel Developers in the Army, other Services, and with industry.
    • Facilitates stakeholder meetings, IPTs, and workgroup meetings, both in-person and virtually.
    • Records attendees, discussion topics, issues, decisions, and other information and submits meeting minutes.
  • Provide strategic Communications Support, Capabilities Needs Analysis (CNA), Aviation Portfolio Development, and JCIDS:
    • Develops strategic communication documents supporting CDID programs, including messages, memorandums, articles, and presentations for working groups or symposia. He staffs them internally for approval then routes them in CDID and external offices as appropriate and references them in monthly reports.
    • Develops operationally focused, risk-based assessments of potential future investments to be able to meet Army Warfighting needs. Collaborates with CDID to develop an integrated and synchronized recommendation order of merit list of future investments that maximize closing of prioritized gaps.
    • Participates in the CNA process led by Army Futures Command (AFC) and other divisions in the CDID by identifying new materiel solution inputs to the CNA database and updating existing solutions for entry into the database per annual CNA instructions. Assists in developing CNA documentation supporting key investment priorities.
    • Assists the A-CDID in assessment of the Army Aviation portfolio including recommendations for material investments.
    • Assists in developing the JCIDS documentation products required to support design, production, and fielding, including development of the CDD and DOTMLPF-P change recommendations (DCRs).

Work Authorization/Security Clearance:

  • Background Check required.
  • DoD Secret Clearance required.

Education and Experience:

  • Master's Degree preferred; bachelor’s degree required.
  • Former Field Grade Officer (or Senior Warrant Officer) with at least five years’ Aviation operations experience
  • Command & General Staff College/Intermediate Level Education graduate.
  • Experience as a Department of the Army, Corps or Division level planner.
  • Previous Army Aviation Attack or Assault Company or Battalion Command, S3 or Executive Officer (XO) experience
  • Previous experience working in combat/capability developments.
  • Experience in planning, executing, and facilitating DOTMLPF-P assessments and Joint Working Groups
  • Experience as a Team Lead conducting Aviation studies, including developing capabilities and evaluating technologies.
  • Experience in direct leadership of a team that authored a JROC approved JCIDS document.
  • Experience with technical writing of the JCIDS.
  • Participated as a direct team member in the Army Aviation Operations CBA, Attack, Cargo, and/or Utility aircraft qualification and operational experience.
  • Knowledge of budgeting and resource allocation procedures.
  • Strong analytical and problem-solving skills.
  • Proficient with Microsoft Office Suite or related software

Physical Requirements:

  • Prolonged periods of sitting at a desk and working on a computer.
  • Must be able to lift up to 15 pounds at times.

  • Maintaining long-term client relationships to achieve strategic goals and initiatives.
  • Establishing business relationships to supplement Summit’s Core Competencies.
  • Reporting activities and progress to Program Manager, Summit Technologies, Inc.
